ILS Update

Everyone is wondering when the Instrument Landing System (ILS) is going to be back in operation?

Background... Back in March 2009, I was checking if everything was in order and ready for the rehabilitation project to begin. In discussion with American Electric Power (AEP), it was determined additional easement language needed to be completed before AEP could begin work on any of the airport projects that were to begin. These projects are: the relocation of the localizer antenna (part of the ILS), MALSR approach lighting system, and the Air Traffic Control Tower (ATCT) renovation. Each of these projects required the AEP power transformers to be relocated to supply power to said project.

OSU Airport is part of The Ohio State University, which is a part of the State of Ohio. In order for a new or revised easement to be granted and accepted, the following series of events must take place. (As explained to me)

1. An OSU Board of Trustees approval must be granted to allow the easement process.
2. A physical survey must be conducted to obtain a metes and bounds description of the easement area.
3. OSU prepares the description and forwards to the state Department of Administrative Services (DAS).
4. DAS prepares the description into standard format and distributes to the parties involved for that unit's signatures of agreement.
5. Once DAS has the necessary signatures, the document goes to the Attorney General Office (AG)for review.
6. From the AG office the easement goes to the Governor's office for signature, completing the process.

Right now the document for the localizer (ILS) is maybe back to DAS and preparing to go to AG office. The MALSR and ATCT projects are a couple of weeks behind the ILS easement.

So you see, this has been a very frustrating process for those of us who are waitng impatiently for "physical" improvements to be made. Everyone involved understands the need for these systems to up and operational ASAP. But the law does not provide for short cuts to be taken, and all parties involved are making sure the legal side of this is completed by due process.

Trust me, I feel the pain, but we are in process and hopefully it will be completed very soon.




Ramp Work Continues - Phase 4 Beginning

Phase 3 of the Runway and Ramp Rehabilitation project is nearing its conclusion. Paving has been completed and the aircraft tie down anchors are being installed. Weather permitting we will be painting the lines on the taxiway portion and remaining tie-down locations tomorrow. We will open the ramp from the Main Ramp/FBO Ramp areas to Taxiway A following painting.

Once the ramp is open to Taxiway A, Phase 4 will begin. We will move all aircraft parked behind the Gas Turbine Lab to the Main Ramp area, close Runway 5-23, and close the west end of Taxiway A between Runway 5 and Runway 9R. Barricades will be placed and rehabilitation of the final phase of this project will begin. This work entails: milling and removal of old pavement, pulverization and cement stabilization of sub-base material, catch basin and storm sewer drainage tile placement, install base stone, paving, tie-down anchor installation, and striping.

This work is scheduled to be completed November 18, but we are hoping for good weather to be completed earlier.



Update - Sept 3, 2009

As most everyone knows by now, Runway 9R-27L reopened on 8-20-09. However, pavement grooving still needs to be completed. I received word this work will be accomplished on Tuesday 9-15-09 and Wednesday 9-16-09. Runway 9R-27L will be closed to all traffic from 0700 9-15-09 through 2300 9-16-09. This is the last of the work to be completed on the runway. All other runways will be open, except during times when the grooving operation is passing through the runway intersections.

The new PAPI system needs to be flight checked by the FAA before it is put into operation, as does the ILS. No date has been set for this certification, as we wish to combine the flight checks for both systems at the same time. Power delays continue to plague the progress of the ILS. Hopefully in 2-3 weeks issues will be resolved.

Phase 3 ramp construction is progressing. Base stabilization is expected to be completed this week, with asphalt application beginning September 14. By the end of the month we hope to have Phase 3 completed and the last and final Phase 4 to begin shortly thereafter.



Phase 2 Underway

Phase 2 of the runway project is underway. Crews began work on the last part of Runway 9R-27L on July 29. Pavement removal and base stabilization are complete. We are waiting for the required 5-day cure time for the stabilization of the base. The lighting part of the project is progressing and is on schedule. Weather permitting, crews are planning to begin paving on Monday August 10. An August 20 date is planned for the re-opening of the runway.

The ramp areas are coming along as well. The Hangar 4 ramp is completed, and the main FBO ramp is just about finished. Tie down anchors are being installed, and crews are planning to open the main FBO ramp on Monday August 10.

Phase 3 is going to be split into two parts. Phase 3A will encompass the student ramp between the hangar 4 and FBO ramps, north to Taxiway A. Taxiway A remains open for this phase of work. Crews are planning to begin work on Phase 3A either Monday August 10, or Tuesday August 11.

Phase 3B will be the area north of the FBO ramp to Taxiway A, and Taxiway A between Runway 5-23 and Taxiway C. This will begin once Phase 3A is completed.

Update - Phase 0 Complete, 1B Begins

Phase 0 was completed today and reopening that portion of Taxiway A for aircraft use, four days ahead of projected schedule.

Phase 1B begins with the reopening of Taxiway A at Twy C intersection, and the closing of Runway 14-32 and Taxiway D. East Ramp and T-Hangar tenants will proceed west along Taxiway A to either Taxiway E or Runway 5-23 for runway access. The closing of Runway 14-32 allows for the intersection of Runway 14-32 and Runway 9R-27L to begin rehabilitation work.

New electrical conduit and base cans for runway lighting are being installed, as well as the installation of the new Runway 27L PAPI. Work on the localizer relocation is on schedule. The new service road to the localizer equipment building is complete, and work for the foundations for the equipment building and the antenna are proceeding.

We had 1.45 inches of rain throughout the night, placing dirt work on hold for a while. Work on the pavement stabilization continues today.



Update - Phase 0, 1A

Phase 0 is progressing as planned. All mill work has been completed, drainage installed, sub-grade stabilized, and P-209 sub-base is being installed.

Phase 1A is progressing as planned. All mill work is completed. Pavement pulverization is complete. New cable ducts under the runway are installed. Runway sub-base stabilization is to begin this week. Drainage work continues in the ramp areas.

A new service road and parking area for the localizer equipment shelter is complete.

We had a couple of days of "liquid sunshine" that slowed progress. Dry and sunny weather will continue to help keep the plan on schedule.

Revised Phasing Plan

In a collaborative effort by the Airport, ATCT, Engineers, and the General Contractor, a revised phasing plan has been agreed upon for the Runway 9R-27L and Ramp Rehabilitation Project. Alternate phasing was desired to allow the contractor to provide the airport with a paving project with as few paving joints as possible.

Phase 0 Begins 6/10/09

The first phase of the rehabilitation project will begin Wednesday, June 10. This first phase, PHASE 0, will encompass the pavement area at the intersections of Taxiways A & C. All runways remain open. Please be prepared for possible longer taxi times during this first part of the project.



Everthing Still On Schedule

Everything is still on schedule for Runway 9R-27L pavement rehabilitation. We have had one preconstruction meeting with the contractors, and everyone is eager to begin work on June 15, 2009 0700 hours.
